How to Convert Photo Scanned Documents to PDF Files

Load the scanned images into your computer and save them to a single folder.
Go to OpenOffice.org and download the latest stable version of the application. Then install it to your computer. A shortcut to the program will appear on your desktop.
Click on the OpenOffice shortcut to open the suite. In the suite options dialog, select the “Text” option and the Writer program will open.
Go to the menu and click “Insert,” then “Picture” and select “From File.” In the dialog box that opens, browse to one of the images you loaded in step1 and select it. It will be pasted into the document. Click on the image and use the controls to resize it to what you want for the document.
Repeat step 4 for all the images you want to bring into the document. Type to resize them so that you avoid any large areas of blank page.
Select “File” and click “Export to PDF.” In the dialog box that opens, select the layout and features you would like for the PDF file (such as whether it will have notes or bookmarks). Also choose whether the document will have a password or not. Then click “OK” and your PDF document will be saved.
