Here are the things you can try:

Restart your computer to make the error is consistantly showing up.

Was there any change on your hardware device recently? (hard disk, motherboard, memory, video card, sound card ...etc) Try to undo the change or simply "remove" the newly installed device to see if you can eliminate the issue.

Go to BIOS and verify your BIOS is able to recognize your hard disk. (See if the HD is showing up in BIOS) To access BIOS, depending on the brand of your computer, it's usually pressing one of the following keys at the very beginning of computer startup: ESC, F1, F2, F5, F10.

Double check to make sure your hard disk is attached to the cable properly.

Run check disk (chkdsk) from Recovery Console. You can access recovery console using your Windows cd to startup.

If you are using SCSI hard disk, incorrect SCSI termination can cause this error.

If nothing really works, I would suggest to get another hard disk and try to install Windows again on the new hard disk. If you can get Windows up and running on the new hard disk, simply make the old hard disk as the secondary hard drive (slave) and you will be able to recover your data.
