I had the same problem while attempting to load visio files after the latest round of windows updates. The solution that I found was to uninstall the update “Cumulative Security Update for ActiveX Killbits for Windows ‘Your Version of Windows Here’ (KB973525)”
The link to to the update is here: http://go.microsoft.com/fwlink/?LinkId=158202 . It appears that Microsoft Messed up and put the Visio Viewer’s CLSID in the kill list.
Once uninstalled, try running visio viewer again. If that does not work, uninstall and then reinstall the viewer and it should work.
