Try the following:
- Uninstall IE7 (via Add/Remove Programs, click Show Updates and select Windows Internet Explorer 7.0).
- When you reinstall it, make sure you reboot IMMEDIATELY after you install. You should be able to get rid of the message and bring Internet Explorer back to life.
- Upgrade to IE8
